Without clear monitoring, evaluation and auditing at all levels of a project results shall always be questionable. Events at OPM Uganda show, the current failure in IEBC Kenya Elections Electronic System shows need for proper involvement of stake holders, agreeing on needs, making sure the needs are achievable, within an agreed time-frame and having them achieved as they are being monitored at all levels along the way.
Not only Africa but the world at large needs proper monitoring and evaluation of whatever undertakings are ignited.
